Fatigue-related costs. A shield that is heavier than necessary increases the physical load on the officer carrying it. Fatigue affects positioning, reaction time, and decision-making. In regular training and operational use, the cumulative effect of carrying a shield that is 10 or 15 lb heavier than an equivalent alternative is not a comfort issue it is a performance issue.
Reduced adoption. If officers find a shield difficult to carry, awkward to deploy, or uncomfortable for extended use, they may avoid using it except when absolutely required. A shield that sits in the vehicle instead of being carried is not providing protection. The cost of the shield does not change. The protection it provides does.
Maintenance and replacement frequency. A shield that wears faster, requires more frequent inspection, or needs component replacement earlier in its service life costs more over time than the purchase price suggests. A 10-year warranty is a materially different commitment from a 5-year warranty and reflects different manufacturer confidence in the product’s long-term performance.
Training limitations. A shield that is demanding to use may lead to shorter training repetitions, reduced drill frequency, or avoidance of realistic scenarios. Familiarity and confidence with protective equipment develop through repetition. Equipment that limits training quality limits the value of the investment.
Liability and accountability. In the event of an incident, the basis for procurement decisions is subject to review. A decision made primarily on cost, without documented evaluation of real-world performance factors, is harder to defend than one based on verified testing data, independent certification, and a structured evaluation process.
